Trump has neither the temperament nor the moral grounding
Let me be perfectly clear: when it comes to nuclear war, there is no room for error; the push of a button can end millions of lives and render the planet nearly unlivable for a generation. The stakes could not be higher.
And yet, in the United States, the decision to push that red button rests with a single person: the president. And right now, the president is Donald Trump.
Trump has shown himself unfit to make the best choice for our country, even when millions of lives hang in the balance.
That's why I'm cosponsoring the Restricting First Use of Nuclear Weapons Act of 2017 to make sure that Donald Trump can't unilaterally send us into World War III. The bill prevents the president from using nuclear weapons without a formal declaration of war from Congress.

Trump has gleefully taunted other world leaders with threats of nuclear annihilation. And he's repeatedly shown that he views presidential powers as tools to fight his personal battles, no matter how wasteful, absurd, or dangerous.
It is critical that we pass this law. In fact, we should have passed it decades ago; no one person – no matter which party they are from – can be trusted with that kind of power. This president, though, has neither the temperament nor the moral grounding to handle the responsibility of nuclear weapons.
